Staten Island Solar Panel Permits: DOB, Con Edison and Your Roof

Staten Island's detached and semi-attached homes are often a natural fit for rooftop solar. Before a single panel goes up, though, the system needs a Department of Buildings permit, an electrical permit, and approval from the utility. Homeowners who understand how those three pieces fit together tend to have fewer surprises between signing a contract and the day the system is switched on.

Solar Is a DOB NOW Alteration Filing

Since November 15, 2023, solar work in New York City has been filed in DOB NOW: Build as an Alteration with the work type Solar. According to the Department's service notice announcing that change, new solar filings must be submitted by a Professional Engineer or Registered Architect, and solar filings no longer have to be professionally certified. In practice, the application goes through Department plan review, and any objections the examiner raises have to be answered before approval.

The solar filing does not stand alone. A licensed electrician must file an associated electrical permit in DOB NOW, with the category of work set to Sustainable Energy Installs and the sustainable type set to Photo Voltaic. Since November 2024, the electrical filing must also state whether the system includes battery storage. The solar permit is not issued until the electrical filing is approved, so a delay on the electrical side holds up the whole job.

What Goes Into the Drawings

A solar set for a one- or two-family house is usually compact, but it has to answer the plan examiner's questions on its own.

Roof plan and array layout

The roof plan shows the array, its dimensions to roof edges and ridges, existing rooftop items such as vents, skylights and chimneys, and the clear paths left open for access. Many Staten Island homes have dormers, hip roofs, or additions built at different times, and the plan needs to reflect what is actually on the roof today.

Structural review

Panels and racking add weight, and the attachments carry wind forces into the rafters or roof deck. The engineer or architect evaluates whether the existing framing can support that load and specifies attachment spacing and hardware. Older frame houses sometimes have undersized or notched rafters, multiple layers of roofing, or water damage that only shows up in the attic. When that happens, reinforcement details belong in the drawings before filing, not as a discovery during installation.

Electrical information

The associated electrical filing covers the inverter, disconnects, conduit routing, and the point of connection to the existing service. If the house has an outdated or undersized electrical service, upgrading it may need to become part of the project.

Roof Access and Fire Setbacks

Firefighters need to be able to get onto a roof, move across it, and ventilate it during an emergency. For that reason, the NYC Fire Code and the Construction Codes require clear access pathways and setbacks around rooftop arrays. The required layout depends on the roof type, the size of the building, and where the array sits relative to ridges, edges and the street side, and flat roofs are treated differently from pitched ones. The practical effect is that a roof rarely holds as many panels as a quick sales estimate first suggests. Confirm the code-compliant layout with your design professional before the final system size and price are locked in.

Con Edison Interconnection Runs on Its Own Track

Staten Island is in Con Edison's service territory, and connecting a solar system to the grid requires a separate interconnection application to the utility, submitted through Con Edison's online distributed generation portal. The installer usually prepares it on your behalf, and Con Edison asks for a customer authorization when someone other than the owner manages the application. The utility reviews the proposed system, and after installation it must give final acceptance before the system operates connected to the grid. A meter change for net metering may also be part of that step. DOB sign-off and utility acceptance are separate approvals, and having one does not mean you have the other.

Incentives, in General Terms

Several programs may lower the cost of a residential system, including New York State incentives administered through NYSERDA's NY-Sun program, federal tax provisions, and New York City's property tax abatement for solar installations. Eligibility rules and amounts change, so confirm current terms with the program itself and with your tax advisor rather than relying on a summary in a sales proposal.

One procedural detail matters for the permit: DOB now accepts property tax abatement information directly inside the DOB NOW solar filing, replacing the older paper forms.
